Hybrid Wars and Authoritarian Influence: Sarajevo to Host Talks on Europe’s Security This Autumn

This autumn, Sarajevo will once again be at the centre of regional and international attention as it hosts the third edition of the Sarajevo Security Conference from 26 to 28 September 2025. The theme of this year’s conference is “Reframing Europe’s New Security Architecture”, with a focus on redefining European security frameworks in the context of modern threats, democratic resilience, and the growing influence of authoritarianism.

The conference brings together more than 50 international experts and institutions, including representatives from NATO, the European Union, Atlantic and European think tanks, the academic community, and the armed forces of the United States, Canada, and Italy.

“We have developed an event that positions Sarajevo as an important venue for discussions on security policies, not only for the Western Balkans but also for the broader European space,” said Hikmet Karčić, Director of the Sarajevo Security Conference. “This is not just a conference – we have built a name that experts trust. We can now say that we’ve created a platform that enables serious regional reflection on global challenges. It is important that Sarajevo is part of that conversation.”

Topics that will dominate this year’s edition include strategic coordination in Europe, building democratic resilience under conditions of hybrid warfare, and the ways in which authoritarian influences spread and transform security environments. Special attention will be given to the position of the Western Balkans within the new European security architecture.

“The region must have access to relevant institutions and authorities if it wishes to build an effective response to evolving threats. SSC is that opportunity, and we already have confirmed participants from all Western Balkan countries,” Karčić noted. “We are creating space for dialogue with those shaping security policies – this is a different approach.”

In a time of rising tensions and shifting geopolitical realities, the organisers emphasise that SSC 2025 will bring different answers to the public in the region.

“We are not only offering analysis of the problems. Our goal is to reach concrete ideas, responses, and strategies through open dialogue,” Karčić concludes. “At the end of the day, the security of Europe also depends on our ability to speak without illusions, with clear objectives. This is our opportunity to step beyond local issues and understand current dynamics in light of global shifts.”

The Sarajevo Security Conference 2025 will be organised with the support of distinguished partners, including the New Lines Institute for Strategy and Policy, Western Balkans Center, Friedrich Ebert Stiftung, NATO ACT (Allied Command Transformation – NATO’s body responsible for modernisation and adaptation of allied forces to contemporary challenges), NATO SHAPE (Supreme Headquarters Allied Powers Europe – NATO’s central operational headquarters in Europe), NATO HQ Sarajevo, NATO Political Engagement Support Cell (NATO PESC), the European Union Institute for Security Studies (EUISS), and the Kingdom of the Netherlands. In addition to institutional partners, the conference is supported by renowned companies and members of the business community, with the main corporate partner being Regulus Global, an American company specialising in the delivery of advanced security and military equipment, as well as strategic solutions for armed forces and government agencies worldwide.
